As many industry observers noted yesterday, the USPTO confirmed that Director David Kappos will step down from the post in January 2013. Don Rosenberg, Executive Vice President and General Counsel of Qualcomm, who has worked alongside Kappos for many years, had this to say about his departure:

“David Kappos has been a friend and colleague for more than 20 years. David has seen all sides of the patent system, from the years that we worked together at IBM to his tenure as one of the most successful directors in the more than 200-year history of the USPTO. David inherited a huge backlog of patent applications and drew on his superb managerial skills to implement important and innovative changes that will bear fruit for many years to come. He also played a critical role for the administration in balancing multiple interests as he helped shepherd the America Invents Act through the debate and eventual passage by Congress.

We owe a deep debt of gratitude to David for his service to the American inventors who will benefit from his legacy and for his service to this nation which remains the global model for intellectual property development, protection and enforcement.”
